Tonearm Keeps pulling back to start position

Hi everyone. I have the same problem but let me explain. I have fiddled with all of the settings, the weight on the back, the height of the arm and the anti-skate control. However, there still seems to be a very strong pull of the arm back to the rest position. It almost feels like a spring back or magnetic pull.

Josh, you mention playing around with the Screw that's at the top of the arm. Now I've been checking on the net and it seems that this screw holds bearing inside of it. So is it safe to play around with this..?

I am lost and would really appreciate some help.
